F350 single rear wheel or dual.?differences 80-96

I have the ad looking for one ton Ford chassy. I know the dual rear wheel trucks have a different rear axle. But is there much difference in weight carrying capacity. One guy that has a small trucking company told me the D.O.T. here in minnesota is much quicker to pull over duallys for random inspection. I think I could put a single rear wheels on a dually axle(I will put a flatbed on this truck). If I needed more carrying capacity, could I put duals on a single rear wheel axle without much problems.
