IIRC, the choke plate is spring-loaded CLOSED, and there is a finger or tab on a lever associated with the choke cable. When the choke knob is pushed "IN", the tab catches the choke plate mechanism, and pulls it open.

Your problem sounds like something is broken, or maybe simply assembled wrong. I have a couple of those carbs at the shop, and will take a look at them tomorrow, as it's been a while since I have dealt with one.

So, the simply answer is NO pulloff, NO choke thermostat, just some type of mechanical linkage is involved.
