When the choke knob is pushed "IN", the tab catches the choke plate mechanism, and pulls it open. Your problem sounds like something is broken, or maybe simply assembled wrong. I have a couple of those carbs at the shop, and will take a look at them tomorrow, as it's been a while since I have dealt with one. So, the simply answer is NO pulloff, NO choke thermostat, just some type of mechanical linkage is involved.
