59 Chevy Truck, No Heat

I have a 59 chevy 2 ton truck and can't get any heat in cab. I have replaced thermostat, flushed heater core and cleaned all duct work. One hose to heater core gets warm 1/2 way to firewall then gets cold. Could this be a water pump issue? I should mention, if I drive down the highway it will put out some heat. As soon as I come to town or idle I loose heat.
