1957 Diamond T Fire Truck Brakes

Our fire company has a 1957 Diamond T fire truck and we have been having difficulty with the brake system. We've bled it several times using conventional techniques but still have a pedal that goes to the floor. The master cylinder is relatively new.
We don't understand the system itself. Does anyone have any schematics of the brake system or a narrative as to how it works? Are there any ideas as to what other factors might cause the brake pedal to go to the floor?
