The thing is some kind of noise suppressor, apparently a capacitor. The inside copper foil, where the wire is soldered, is insulated from the foil on the opposite side, which is soldered to the case. Have you tried to power the radio up yet, or used an Ohmmeter, the check for the power lead being dead-shorted to the case? If the power lead IS dead-shorted to the case, you need to disconnect the power lead from that "suppressor" and see if the short goes away. POSSIBLY, the copper suppressor thing COULD be shorted, or there may be a short elsewhere in the radio. I PROBABLY wouldn't hurt the radio to function with it unhooked, if it is REALLY shorted, I'd replace it. I probably could find a good one in my radio "bonepile" I'd send you for free, if you need it.
