1971 Ford C900 Firetruck

I have a 1971 Ford C900 Firetruck with a 534 and Allison automatic trans. It has been sitting in storage for the last month without being started. I went by yesterday to start it and it would not turn over. It did not make a sound when I turned the key. I keep a battery tender on it so I know the battery has a full charge. Any recommendations on where to start diagnosing the problem?
