I just went through this with stretching a Freightliner frame to build an RV toter. Most places tell me that it is a mistake to cut it vertical as it will have a tendency to break with stress. Most places that have been doing it for years and years will cut it on about a 45 degree angle and then plate it on one side or the other but they extend the plate a heck of a lot further than a few inches as was mentioned. Another place I talked to and I believe the way mine was stretched is that they cut it vertical a few inches then cut horizontal a few inches then go vertical again, in other words they cut it like an "S" so to speak.
