Fuel Guage

Hi all,
I have a 1972 F600 dumptruck, sending unit in my tank went out so I went out and bought a new sending unit. Got a new gauge in the box with it. I adjusted the sending unit according to specs on the chart that came with it. It says to hook up the gauge from the ignition switch, ground the gauge to the chassis and hook up the sender wire. Well I did all that and I can't get the gauge to read correctly. I know there is about 3/4 of the gas still in the tank. Well the gauge reads right at full. Messing with sender on the outside of the tank I got the following results.
Sender moved to the full position - Past full
Sender moved to empty position - 1/4 on the gauge

Battery voltage was at 12.8 without the motor running. However when I start the motor the needle goes past full. I was thinking that I might need a voltage regulator in line with the gauge. When about 10-11 volts are supplied to the gauge it reads correct. What am I doing wrong, the instructions did not mention any thing about this. Can you guys hopefully point me in the right direction?
