It depends on the air shocks. On Gabriel air shocks, they had a T-fitting at the Schrader valve where you filled them, and the lines went individually to each shock. On Monroe air shocks, there was a single line from the Schrader valve to the left shock, and then a separate line running from the left shock to the right shock. Thus, when filling Monroe shocks, the left shock would raise before the right shock because it was filling first. The "balancing kit" for Monroe air shocks put a T-fitting into the line between the shocks, making this the new fill line for BOTH shocks, and capped odd the old fill fitting on the left shock.

That said, if you want your vehicle to lift evenly to compensate for such things as the spare tire--as opposed to just having equal pressure in both sides--my advice would be to run separate lines for each side, use a pressure gauge when filling them, and squirt a few more pounds into the side with the spare tire to equalize ride height. Old racer's trick.
