First, the picture you want to post has to be stored on an internet site. There are free hosting sites out there, you just have to search for them.

Once the picture is posted on a site somewhere copy the URL, the interned address, and paste it in the box toward the bottom of the reply page labeled "Optional Image URL:" The address has to be exact, you cannot leave out or add any charactors.
