It's less work moving the spring mounts than it is cutting the frame and keeping it straight for welding. Not only that you don't have the weld to deal with or the liability. Unlike Mike I have seen the frames break after welding. That is why the DOT frowns on it.
You have a lot more measuring and aligning by cutting the frame. The tracking is only one of the directions it can be off. Besides, I have seen trucks track wrong just from replacing the rear end and not measuring the location.
