If you have to deal with emmissions inspection, it won't pass the VISUAL inspection, even if it passes the sniffer test. And if you do have to put up with inspection, I would worry about the unhooked pump freezing up from nonuse. Then you would end up buying a new or rebuilt pump in order to pass emmissions testing. Probably cheaper in the long run to just keep the belt on.

Your gas mileage might be a little better, since turning the pump takes some energy. I wouldn't expect much improvement though. Those pumps don't take much power, at least at reasonable RPMs. Those 454's were not known for their great gas mileage, even when they were new.

On the other hand, if the pump is not working correctly now, the drag might be much more than it is supposed to be. Then I would just take off the belt.

BTW the smog pump on my 460 was bad when I bought my 84 Ford--it is obvious that the bearings are bad. There was no belt on it and I never bought a replacement belt or pump. But so far, I don't have to go through any testing. Good luck!
