Those pumps don't take much power, at least at reasonable RPMs. Those 454's were not known for their great gas mileage, even when they were new. On the other hand, if the pump is not working correctly now, the drag might be much more than it is supposed to be. Then I would just take off the belt. BTW the smog pump on my 460 was bad when I bought my 84 Ford--it is obvious that the bearings are bad. There was no belt on it and I never bought a replacement belt or pump. But so far, I don't have to go through any testing. Good luck!
