Be sure you have turned both adjuster nuts the proper direction, and if the machine is towable, tow it around a bit to loosen the shoe from the drum. It's quite possible the drum is so worn it has a ridge and the shoes are stuck behind that ridge. Get as much Kroil, WD-40, or whatever sprayed in every crack and cranny you can, use a mdeium hammer to shock things a bit, and keep working that drum back and forth. I wish you well on a nasty and time-consuming job.
