You mean to say you have the head off? Has this been sitting? Is it an old project that you've inherited? Does it look like the oil pan has been off? And you're turning the engine from the fan belt end? what happens when you engage the starter? What Jerry said, either the crank is broken or somebodys been inside it. Go do some more digging around.
