Something doesn't sound quite right. 4 inches below the brake line? Where exactly is this bleeder screw? There should be one on the backing plate of each wheel, and they are usually on the top of the plate. I have a '48 GMC 3/4 ton which I realize is different in many respects. Brake fluid absorbs water from the air, and that water settles into the bottom of all brake cylinders. I put all new cylinders on mine about 12-15 years ago, and just changed fluid, bleeding out quite a bit of water. I'd also be suspicious of a failed master cylinder. Crack the line at the master cylinder and see if you pump any fluid out there. 20 years of rust can plug up the bleed holes in the master cylinder, meaning NO fluid in the brake lines.
