Timing the 400 M block

I think the distributer is off.Can I get number 1 up on compression then alighn the rotor button to number 1?She won't hit at all.The guy who put the distributor in had the vaccume advance over far enough to hit the ac compressor.My 351 W has the vaccume advance turned the opposit way away from the compressor.A little advice would be ok by me.Thanks guys.
