Park Brake cable stuck. As Jerry said, it would be able to rool backwards because the shoes work more effectively in forward. (You will probably have trouble getting the drum off. --Spray alot of PB Blaster on the brake cable for a few days and then beat on it with a hammer. If that doesn't work cut it off as it enters the wheel area. You'll need a new one any way)
