49 GMC 1/2 Lower Windlace Retainer

I purchase two new lower windlace retainers for my 49 GMC. The new retainers are boxed on the top and don't lie flat on my floor for installation. Because of the 1/4 inch retangle box the screw holes don't match up with the holes on my truck.

Do I have the wrong retainers or has my truck been modified, it doesn't look like its been altered but you never know?

Any help would be appreciated or lead me to a schematic that would show me how it fits.
