Brake Problem!!!!!

I have a 77 c-60 dump truck, and what my brakes are doing is when you first step down on the pedal it is mushy and the second pump is rock solid and you can hold it all day long,but if you let off for a few seconds its back to mushy first pump. Now then ive already blead them i did all 4 wheels slave cylinder to boosters and master cilinder,no air anywhere. Ive tore into the back drums and adjusters were froze i repaired those and adjusted,front as well. also I capped off master cylinder and the pedal was rock solid so I dont think that is it.I got nothing else to try but a match!!! any help would greatly be appreciated thanks
