Dodge typically used a small relay, mounted on the LH fender liner as part of the neutral-start switch circuit. Verify that current is getting through that, and down to the solenoid on the starter before replacing the starter. In other words, is the "clicking" you hear actually coming from the starter, or are you hearing the relay on the fender liner?

It's about 8-to-one that it's a bad starter (solenoid), though.
