1985 Dodge Truck 150 Slant 6 - Ignition

Starter runs, but won't start. Have tried everyting and now down to
pins.

The seventh pin on the ignition switch connector, which is red, has
intermittent power. Sometimes it reads 12 V and sometimes it
reads 0 V. What would cause this to happen?
Could I run a jumper from PIN #4 to PIN #7 without causing more
problems?
