Here in MA they've gotten quite serious about it. Not 5 years ago you could drive ANYTHING, you had to have it inspected but that mostly involved paying $20 so they could look at it and say "Yup thats a car all right." Now you can't have any rust holes through at all, and you have to pass emssions. They days of $100 cars here are pretty much over...
