'69 Ford pickup

Got my new to me 69 ford home last weekend, and I need a little help. The dash lights do not work is there a fuse somewhere for them? Or should I be looking for something else, bad ground maybe? The chiltons manual I have doesn't show much detail about the instrument lights. Also where the steering wheel goes under the dash there is a collar that holds it to the bottom of the dash, in that collar there is a wedge about 1/2 thick that holds the column down against the bottom of the collar. Is this for allignment of all of the linkage or for the confort of a short driver? Can I move the wedge to under the column to raise it up some or will screw up the allignment with the steering box? Love the truck just need to fix a few things like on any thing this old. Thanks alot and Happy New Year. Mike
