I agree with fuel starvation, but after all you've done, and a new fuel filter, I'd look inside the carb. Those old Rochester carbs had some places inside that could plug or varnish up giving problems. Also, be sure you don't have a gasket pluging the hole in the bottom or the baase of the carb that controls the power valve piston. Manifold vaccum controls it, and if it doesn't get the proper vacuum, it can leave the power valve closed, meaning fuel starvation.
