Can overcharging fry computers?!?!?!

On my 1990 Jeep Cherokee the battery was overcharging to 19volts so I know the Voltage regulator is at fault but Now my transmission wont upshift It stays in first gear. So my question is can battery overcharging harm the computer(PCU) for the transmission??
