82 Dodge Power Ram Fuel Problem

Hi, our 82 Dodge Power Ram has a problem getting fuel from the gas tank to the fuel filter & carburetor. It has a clear fuel filter next to the carburetor and when the truck runs, it only fills the filter about half full or sometimes it won't hardly fill it at all. It can be hard to start like this because there is not enough gas in the filter. This truck has had 2 different new fuel pumps and 1 new filter and we still have the problem. We have removed the fuel line that goes from the tank to the pump and put air pressure in the tank and it will work okay for a while, but then it gets the same problem again. What's causing this? How can I fix this? The truck has a 318 V-8 in it.
