Thanks for the replies.
I fixed the fuel problem on the Dodge today. I removed the sending unit from the top of the fuel tank and the rubber fuel line that reaches into the Gasoline had many cracks and a few holes in it, so it was drawing in air in the bad spots that were not in the gasoline making it so there was air going through the fuel line. I replaced the hose with a good one. The filter now fills up and the truck works great.
