When lowering , the pump needs to be running to pump oil to the backside of the lift cylinder(s). This makes use of the oil that would otherwise be returned to the reservoir and overflow it. Are you running the engine and PTO while lowering the hoist? If NOT, this could be what's causing the overflow, if your's is plumbed in this fashion. If it's NOT, it may need to be re-plumbed so it is.
