Chris,
I agree with John on this. It sounds like your choke is in need of some TLC. Don't forget to check the heat riser in the exhaust manifold and the crossover passage in the intake manifold. If it is a stock carb and choke setup, it needs heat in the center of the intake to warm the choke spring properly. You may need to install a manual choke kit if you don't want to fool with taking the intake off or replacing the heat riser in the exhaust manifold. Another idea would be to find a carb with the electric choke setup, so you can just run a wire to it.
