A "weak" lifter would cause a distinct valve tick.

It's POSSIBLE you have a stuck lifter, though.

Try shorting out the sparkplugs one at a time to find which cylinder is missing before tearing into it. At least you will know the location of the problem.

You could then check compression and valve lift at that cylinder. (GM had some bad cams in that area that would "go flat".)
