Big rig lights

I have a 1996 Freightliner condo conventional. There is a light on the outside bottom of the sleeper area that is a turn signal. The bulb is a double filamint. I just wonder if that light is supposed to burn with the running and parking lights? Mine is only a turn signal and I was wondering if it should be a clearance light as well. Thanks, Sonny
