The closer to the floor the flame is in whatever heater or furnace you use, the greater the chance of an explosion, as the flammable vapors are heavier than air, and collect near the floor. The National Fire Protection Association has codes for heaters for garage use. I don't know if they have a website, but if you could access an NFPA code book, you would get valuable insight into the matter.
