chevy transfer case

I have a mid 70's 4 speed and a 205 gear to gear transfer case. The transfer case will put power to rear drive shaft in 4hi and 4lo and 2hi but the front drive shaft will only have power in 4hi not 4lo. Anyone have any ideas.
