GM Electric Choke

My 305 seems to have the choke locked on all the time. It's and electric unit. I really don't want to convert to hand choke (wife is not handy with such devices).

There isn't any power on the wire to the choke. Should the wire to the choke be hot (i.e., powered) anytime the key is on, or does it run through a thermal switch? the wiring diagram I have doesn't show enough detail (boy Chilton's have gone downhill from the 80's...)
