88 F150- dual tanks won't switch

I have a '88 F150 that has dual tanks. My problem is, Last year I replaced both tanks due to leaks, and about 3 months later I couldn't switch to the rear tank. When I hit the switch in the cab, the guage switches over, and I can drive for anywhere from 5-40 miles yet, but it still draws off the front tank and won't switch over to the rear. Just recently (last week) I replaced the fuel pump relay, the pump before the filter underneath and the filter, as the pump went out and the relay was corroded. Thought maybe that would help the other problem but to no avail. Any ideas? Any help at all would be greatly appreciated.
