On an 86 the canister collects gasoline vapors from the fuel tank vent and carb bowl vent. There should be another hose from a carb vacuum port to the canister to purge it of fumes when the engine is running. I suppect the tank vent hose is plugged off causing the pressure/vacuum in the fuel tanks. If you can get a look under the hood of a pickup of the same year,you should find a decal depicting the routing of all hoses.
