Have you considered getting one of those fiberglass or ABS plastic cowl induction hoodscoops? They are in most of the speed shop catalogues and in JCWhitney and come in different heights from stock Z28 to much taller. They mount to your existing hood in various ways, from adhesives to bolts. If there is an inspection process, you should probably check with the inspectors to see if they would allow this modification.

You would still need to cut a hole in your hood. If I were doing it, I would also set things up to seal around the air cleaner, so the engine would get cooler outside air.

My 67 GTO had an open scoop and the pan under the hood to seal it off. As I remember, using the ram air system was good for about a tenth in the quarter. The only problem with it was that the pan had to be off in rainy weather or the air cleaner element got wet. Fun times!
