Exhaust Manifold Removal

I need to remove an exhaust manifold from a Ford F-250 4x4 with a 400 ci engine. The manifold to head bolts are very tight, possibly frozen. What would be the best method to try to loosen them? I do not want to break them off. I do not think heat would work because of the head/manifold configuration. Should I use an impact wrench, breaker bar or some other method. Any help would be appreciated. Thanks.
