There should be a bleeder on the fuel filter, on the 84 I had it had a bleeder that looked like a tire valve, crank it about 10 to 15 seconds, push the center of the valve you'll hear the air, crank again, Bleed again and repeat till you get fuel when you do it should start very soon, if not you have other prolbems. The biggest problem I had starting my 6.9 was when glow plugs burnt out if the glow timer and the glow plugs are not working it won't start even when the engine is warm with out a LOT of cranking. 6.9's have a pre combustion chamber they are not direct injection this is why they won't start well if any thing is wrong in the Glow Plug system. Glow plugs can be tested with an Ohm meter. If this doesen't help I'll try to check back
