89 FORD TK IDLE SURGE

Any Ford mecanics out there that may know what is causing my 89 F250 to surge from 650 rpm's to1500 rmp's .When shifting from gear to gear it also takes about 5 sec. for the idle to drop to normal.
It has the 351 efi engine and only has 55k on it. Once I get it warmed up it does pretty good,except for a slight rough idle. THANKS!
