When you bleed them are you connecting a piece of tubing to the bleed fitting and placing the other end into a container of brake fluid. This helps make sure no air can enter from the bleed fitting. When bleeding have someone press and hold the brake pedal while you open and close the bleed. When you stop seeing bubbles come out of the end of the tube bleed it one more stroke for good measure.
