Do the caliper with the bleed (bleed closed) first and while it is held in force the second one in. This will push the fluid and any air back to the master cylinder. If the pistons are partly extended when you bleed as you have been there may be pockets of air that are not being displaced. Bleeding or reverse bleeding with the pistons retracted may reduce or eliminate the air pockets. You may have to reverse or pressure bleed where your fluid will push the air up and out through the master cylnder. Hope you sort it out soon!
