I think the first thing would be to get a new ignition coil, a weak coil will have enough spark for low rpm's, but not at higher rpm's.
Also, the distributor may be in need of a rebuild, if the centrifugal advance is worn, you will not get enough spark advance for the higher rpm's.
If the vacuum advance is not working, it would cause problems at idle and just off idle.
I have worked on, and owned several Ford I-6s, most of them ran just fine with the vacuum advance disconnected. Some of the smaller I-6s,(170,200,250) did not even have a vacuum advance.
