Loadstar 1600

Our fire dept. has a 1977 Loadster 1600. The fuel guage doesn't work and we can't get to the wires on the tank because of all the pump hardware. We checked the voltage at the guage and it reads 2 to 10 volts, constantly going up and down. Is this normal? Does anyone know what the wire colors should be at the fuel sender? We know nothing about these International trucks, and there's no manual with this truck. All help will be greatly appreciated.
