It is quite likely you have a bad wire to your sender, or a bad sender. For the sender to work, the tank must be grounded, and sometimes rust or a broken ground strap will cause problems. Test the gauge and wiring by grounding the terminal ON THE SENDER, and the gauge should slowly move to full.
