The voltage going up and down at the gauge is the INSTRUMENT VOLTAGE REGULATOR doing it's job. It is quite likely you have a bad wire to your sender, or a bad sender. For the sender to work, the tank must be grounded, and sometimes rust or a broken ground strap will cause problems. Test the gauge and wiring by grounding the terminal ON THE SENDER, and the gauge should slowly move to full. (With the key on, obviously.)(You may have to lower the tank)
