vacum operated 2 speed problems

I have a 59 chevy viking 60 with a vacum operated 2 speed rear axel. ive checked the vacum coming to the diaphram and it seems to be good in both hi and lo positions, with one hose on and the other off there dont seem ta be suction thru the diaphram.. so far so good.. the thing dont shift, figured before I take it apart I would see if any of you have any thoughts on what could be keepin it from shifting or if theres a simple fix to it.
