Must be a light duty one or and old U/HAUL Did you adjust your brakes up ? There should be two adjusters on each wheel , Tighten one up till ya can't turn the wheel and back off three or four clicks then do the other one the same way , you should hear a light drag on the drum. And you just might have to power bleed that one because there are some humps in the brake line on the frame that is holding air and the stroke of the master cyl. is to short to move the fluid over it .
