Double wheel cylinders can be a devil to get the air out of at times. Just make sure that when you reinstall the wheel cylinders that the one with the bleeder is mounted above the one without a bleeder. By this I mean that the bleeder should be the highest point of the two cylinders, even if they are side by side.
You mentioned having replaced several of the lines also. Not to ask dumb questions, but..... are all the lines you replaced tight and leak free ? Are you sure ? Did you double check them ? If there is even the slightest leak in any of them, it will pull air back into the system every time you push the brake pedal down.
And , by the way..... don't ask me how I know this !!!! I was sure all the lines were leak free. Wasted about two days on that mess till I took them loose and re tightened them. Bled right up with no worries after that !
