I agree the law that I and others read exempts hobbyists, problem is like mentioned elsewhere..some states view or read the law different. This is something the race industry has been fighting for years as they cross state lines frequently..Racers are hobbyists according to IRS--don't believe me??..try to write of more expense than winnings...no one gets back their investment unless you have top corporations on your car like nascar... I and others have been building trailers and truck/RV's for years and yes we get by licensing them as rv's but its the owners when crossing state lines and dealing with $$$ hungry dot's Not too many people can afford to stay in the state and fight tickets so you just leave $$$$ ME--I have this nice little map with red arrows on where the scales are--works for most trips... I have no problem following their CDL , truck inspection, safety items and even the log book rules, it's just that when you HAVE to do all this for a hobby you open yourself up to getting fined at the chicken coops for making errors in log books or whatever as most hobbyists, including myself, do not do this that often... Maybe when bush gets done with Iraq and North Korea, we can get him to send the troops to the scales to assure democracy when there I must quit--need to go work on one of those Rv's that look like a truck
