Can't bleed rear brakes on 80 Chevy PU

I completely replaced my brake system on my 1980 Chevy 1/2 ton PU. I can't seem to build up line pressure to the rear brakes. I pump and pump the master cylinder, bleed the rear wheel cylinders, but the brake shoes never expand. I bench bled the master cylinder twice. I don't seem to detect any air in the cylinder, but I am doing something wrong. The front disk brakes bleed OK. Any ideas? I've worked on lots of brakes with no problems. This one has me stumped. The converter valve is still original. Should I replace that? Help!
